David Bell is a retired NJ State Police Lieutenant with 26 years of police and investigative experience. Mr. Bell retired as the Troop D Criminal Investigations Officer and was responsible for the oversight of 6 Detective Bureaus on the NJ Turnpike and Garden State Parkway. Mr. Bell has a vast amount of experience in criminal detection, identifying and locating witnesses, interviews and interrogations, and report writing. Mr. Bell was the lead investigator in a host of investigations that include homicide, vehicular homicides and assaults, kidnappings, missing persons, armed robberies, sexual and aggravated assaults, thefts, industrial accidents, domestic violence, and supervised numerous related scenes. In addition, Mr. Bell was responsible for the identification, cataloging and collection of the evidence related to such cases which resulted in the successful prosecutions of those crimes. 

David Bell’s educational background includes Seton Hall Univ., Fairleigh Dickinson Univ., and Union Co. College. He has training at the Federal, State, County, & Local levels. He was assigned as the Field Training Officer and Tactical Patrol Supervisor at Troop D and the NJ Turnpike Authority. He trained hundreds of NJ State Troopers at the NJ State Police Academy and Troop D, as well as NJ Turnpike Authority Personnel.

Mr. Bell has experience in Federal courtroom testimony and a vast amount of experience at the State and Local levels. He was recognized as an expert witness in the field of narcotics trafficking. Mr. Bell also provided training to NJ State Troopers for Courtroom Preparation and Testimony.

Robert Hanley

Robert Hanley is a retired NJ State Police Lieutenant with 27 years of experience covering a multitude of assignments within the Division of State Police. Early in his career, Mr. Hanley was assigned to the much coveted Drug Interdiction Training Unit. During his assignment there, he arrested hundreds of high-level narcotics traffickers while training more than 30 outside State Agencies throughout the United States in the field of narcotics interdiction. During this assignment, Trooper Hanley testified in numerous outside State Superior Courts and Federal District Courts.

Mr. Hanley’s State Police assignments have included the NJ Turnpike (Station Commander, Field Training Officer, Tactical Patrol Supervisor, K-9 Unit, and Squad Supervisor), Garden State Parkway (Traffic Officer), Troop C (Station Commander), Marine Bureau (Squad Supervisor) and Statehouse (State Government Security Supervisor). He is experienced in witness identification, interviews, interrogations, evidence identification and collection, and report writing.

Mr. Hanley’s educational background includes Fairleigh Dickinson Univ. (BA Criminal Science), Seton Hall Univ., & Middlesex Co. College. Mr. Hanley has a vast amount of training and certifications from Federal, State, County, & Local agencies. He is a certified Law Enforcement Trainer and has trained numerous State Troopers throughout the U.S. and the NJ State Police Academy in Sea Girt.

Creative in bringing new ideas that streamline operations, solve problems, limit liability and save money.

Selected to serve on several state and federal commissions and special projects: Statewide Interoperability Council, State 9-1-1 Commission, FCC Region 8 Task Force, Treasury Purchasing Evaluation Committees, cross designated U.S. Customs Officer and DEA/EPIC trainer.
